ESL In larger Vehicles & Trucks Since 2002

ESL activation [for top-speed] have now been standard practice on many trucking fleets, in Australia,  New Zealand, UK and many other countries since 2002 - and earlier in some cases.
If it makes trucks safer, then can anyone from the "dissenters camp" provide a cogent argument as to why it would not similarly make car driving safer.
